Objective:
Support to the Policy Framework and Institutional Capacity Development on National Development Planning, Implementation, Monitoring and Evaluation at the National Planning Commission Secretariat

Key Activities:

1. Support development of NDP 3.
2. Recruitment of Senior Policy Advisor to provide technical assistance on NDP3.
3. Establishment of Integrated Result based Management and Monitoring and Evaluation system for NDP3.
4. Development of NDP3 integrated implementation, monitoring, reporting and evaluation system.
5. NDP3 midterm review finalisation.
6. Formulation of NDP4 guidelines and rollout

1. NDP3 formulation was finalised and launched on 26 November 2008 by the President of the Republic of Namibia.
2. TA was provided on poverty reduction programme up to mid-year of 2008.  Government in collaboration with UNDP recruited a Senior Policy Advisor who provided ongoing technical assistance to the Government on the implementation of NDP3.
3. 106 officials were trained on Monitoring and Evaluation.
4. NDP3 mid-term evaluation was completed in 2011.
5. Formulation of NDP4 guidelines and rollout started in October 2011.
